2026 年 7 月 24 日，中方在四川省成都市主辦 APEC 人工智能高級別論壇，論壇主題為 " 促進人工智能普惠包容發(fā)展 "。APEC 成員經(jīng)濟體重申，我們致力于在人工智能領(lǐng)域深化交流、凝聚共識、加強合作、促進創(chuàng)新，并致力于繼續(xù)實施《2040 年 APEC 布特拉加亞愿景》、《APEC 互聯(lián)網(wǎng)和數(shù)字經(jīng)濟路線圖》和《APEC 人工智能倡議（2026 — 2030）》。
考慮到 APEC 成員經(jīng)濟體的多樣化需求，我們鼓勵各經(jīng)濟體開展經(jīng)驗分享，推動人工智能在亞太地區(qū)負責(zé)任的發(fā)展和應(yīng)用，并期待在以下人工智能領(lǐng)域促進合作：
促進人工智能安全發(fā)展和部署。我們鼓勵推動安全優(yōu)先的人工智能發(fā)展，促進旨在應(yīng)對風(fēng)險、造福人民的創(chuàng)新。鼓勵各成員經(jīng)濟體就促進發(fā)展可靠、可及、可擴展、可信、安全且有韌性的人工智能基礎(chǔ)設(shè)施，以及提升數(shù)字基礎(chǔ)設(shè)施可及性交流最佳實踐。我們將促進數(shù)據(jù)跨境流動，這對人工智能發(fā)展至關(guān)重要，同時增強消費者和企業(yè)信任。
加快人工智能的負責(zé)任普及應(yīng)用。我們鼓勵以多種形式推進人工智能賦能經(jīng)濟發(fā)展，為人工智能融入經(jīng)濟社會各領(lǐng)域營造有利環(huán)境。我們推動面向社會各群體提供可及的教育和培訓(xùn)資源，提高人工智能素養(yǎng)和技能。我們認識到，人工智能在促進貿(mào)易、推動海關(guān)程序現(xiàn)代化和提升企業(yè)競爭力方面的作用日益增強，并鼓勵進一步交流這些領(lǐng)域的最佳實踐，支持經(jīng)濟增長。
營造有利于人工智能創(chuàng)新的環(huán)境。我們贊賞采取以市場為導(dǎo)向、以創(chuàng)新為驅(qū)動的政策，促進人工智能發(fā)展和廣泛應(yīng)用。我們鼓勵成員經(jīng)濟體考慮采取兼顧風(fēng)險應(yīng)對和負責(zé)任應(yīng)用的人工智能政策。在尊重安全、數(shù)據(jù)保護和知識產(chǎn)權(quán)的同時，我們鼓勵各成員經(jīng)濟體支持在開發(fā)和部署過程中采用強大安全保障措施的開源模型和項目。
推動廣泛參與、普惠共享的 APEC 合作。我們歡迎加強亞太地區(qū)成員經(jīng)濟體之間的能力建設(shè)和知識分享，并通過開放對話和協(xié)同行動，包括同公共部門和私營部門開展合作，促進創(chuàng)新和經(jīng)濟增長。我們將繼續(xù)支持所有 APEC 成員經(jīng)濟體參與人工智能驅(qū)動型經(jīng)濟，并使人工智能最大限度惠及全體民眾。
我們認識到 APEC 數(shù)字經(jīng)濟指導(dǎo)組、電信工作組及 APEC 其他子論壇在加強亞太地區(qū)人工智能合作方面發(fā)揮的重要作用，致力于在 APEC 數(shù)字經(jīng)濟指導(dǎo)組全體會議期間舉辦人工智能政策對話，推動人工智能造福人民，探討人工智能創(chuàng)新、應(yīng)用、可及性及其他新興議題，同時對人工智能發(fā)展過程中出現(xiàn)的新進展保持開放態(tài)度。我們感謝中方主辦本次論壇，以及四川省和成都市為本次會議提供的周到安排。我們期待未來繼續(xù)在 APEC 數(shù)字經(jīng)濟指導(dǎo)組框架下開展人工智能對話。
APEC High-Level Forum on AI
Statement on Promoting AI Development in the Asia-Pacific Region
The APEC High-Level Forum on AI, hosted by China under the theme of "Promoting AI Development for Good and for All," was held in Chengdu, Sichuan, China on July 24, 2026. APEC member economies reaffirmed our commitment to deepening exchanges, building consensus, forging cooperation and promoting innovation on AI, while further implementing the APEC Putrajaya Vision 2040, the APEC Internet and Digital Economy Roadmap ( AIDER ) , and the APEC AI Initiative ( 2026-2030 ) .
While bearing in mind the diverse needs of APEC member economies, we encourage economies to engage in experience sharing to foster responsible development and adoption of AI across the Asia-Pacific and look forward to promoting cooperation in the following areas of AI:
Promote the secure development and deployment of AI. We encourage AI development that prioritizes security and promotes innovation that addresses risks for the benefit of our people. Member economies are encouraged to exchange best practices on fostering the development of reliable, accessible, scalable, trusted, secure and resilient AI infrastructure and enhancing the accessibility of digital infrastructure. We will work to facilitate cross-border data flows, which are critical to AI development, while strengthening consumer and business trust.
Accelerate the responsible adoption of AI applications. We encourage the implementation of various forms of AI-enabled economic growth to build an enabling environment for the integration of AI across economic sectors and throughout our societies. We promote the provision of accessible educational and training resources for all segments of our societies to improve AI literacy and skills. We recognize the growing role of AI in facilitating trade, modernizing customs procedures, and enhancing business competitiveness, and encourage the further exchange of best practices in these areas to support economic growth.
Foster an enabling environment for AI innovation. We commend policies that promote market-oriented and innovation-driven approaches for the development and broad adoption of AI. We encourage member economies to consider policies that address risks and promote responsible AI adoption. While respecting security, data protection and intellectual property rights, we encourage member economies to support open-source models and projects that employ strong security assurance through development and deployment.
Foster broad-based cooperation to maximize participation and benefits across APEC. We welcome capacity building, and knowledge sharing across member economies in the Asia-Pacific region and fostering innovation and economic growth through open dialogue and collaborative efforts, including with the public and private sectors. We will continue support for all APEC member economies to participate in the AI-driven economy and maximize the benefits of AI for our people.
Recognizing the important role of the APEC Digital Economy Steering Group ( DESG ) , the Telecommunications and Information Working Group, and other APEC sub-fora in strengthening AI cooperation in the Asia-Pacific region, we are committed to organizing policy dialogues on AI during the DESG plenary to promote AI for the benefit of our people and explore AI innovation, adoption, access, and other emerging issues while remaining open to new developments as AI evolves. We express our gratitude to China for hosting this Forum and our appreciation to the City of Chengdu and Sichuan Province for the exceptional hospitality extended at this meeting. We look forward to continued DESG dialogues on AI in the future.
